Keeping in view the safety of Indian consumers and to curb the inflow of substandard electronic products, the " Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012" was notified on 03rd Oct. 2012 by Ministry of Electronics and Information Technology (MeitY) under the provision of Compulsory Registration Scheme of the Bureau of Indian Standards (BIS) Act, 1986. This Order came into effect from 03rd July 2013. The Order calls for prohibition to manufacturer/sell unless these goods have been tested to Indian Safety Standards, registered with BIS and display registration logo (Standard Mark).
The initiative is set to:
Indian consumers with the right to enjoy world class goods.
Upgrade the quality of domestic products for bringing Global competitiveness.
Develop strategy to stop dumping of non-compliant goods.
Save business interest of entrepreneurs for effective negotiation at International trade agreements, Bilateral and Multilateral trade agreements.
For projecting a positive image internationally as a country with quality production of the Electronics & IT goods.
Thirty one (31) categories of electronic products have been notified under the Order. A list of products covered is given in Annexure I. Various Orders/clarifications/documents/Circulars etc. issued by MeitY under the CRS are available at
http://meity.gov.in/esdm/standards.
To test the notified products, BIS has recognized various Govt., Private and Multinational labs scattered over the country. As per the Order, the manufactures seeking registration of goods have to get their products tested at any of the BIS recognised labs and register with BIS by applying based on a self-declaration accompanied with a copy of test report. The list of BIS recognized labs is available on BIS website (bis.org.in). Testing is also performed on selected samples during the surveillance subsequent to Registration.
A portal, bis.org.in, to bring transparency & make information easily available to stakeholders is functional facilitating online registration process, surveillance process, access to database of Registered Manufacturing Units and details of products covered.
